Vice Admiral Raman Puri was commissioned in the Executive Branch of
the Indian Navy in Jan 1966. He is a Gunnery and Missile specialist and holds a Masters
degree in Defence Studies from the Defence Services Staff College, Wellington. He is
also an alumnus of the Command and General Staff College from the erstwhile USSR
and the National Defence College, New Delhi.
The Admiral has held a number of important Command and Staff appointments
during his distinguished career. These include command of 5 frontline warships of the
Indian Navy including the Aircraft Carrier INS Vikrant. His ashore appointments include
founder Director of the College of Naval Warfare, Flag Officer Offshore Defence Advisory
Group, Flag Officer Commanding Maharashtra Naval Area, Fortress Commander
Andaman and Nicobar Islands, the Deputy Chief of the Naval Staff, New Delhi and the
Flag Officer Commanding in Chief Eastern Naval Command. Prior to his retirement the
Admiral was the Chief of the Integrated Staff to the Chairman Chiefs of Staff Committee
(CISC).
During his tenure as the CISC, a number of bold initiatives were implemented to
strengthen the Higher Defence Management of the Armed Forces. These included
streamlining of the acquisition process, Development of Industry-Academicia-DRDO and
Armed Forces partnership for formulating indigenous solutions to the needs of the Armed
Forces, Development of the Defence Space Vision for the Armed Forces etc. The
Admiral was also a key member of the Committee established by the Govt to examine
changes in the acquisition process and enable greater participation by the private sector
in Defence production. Also lead staff talks with Miltary Staffs of other countries.
The Admiral retired from the Indian Navy in Feb 2006. Post retirement he was
Advisor to Bharat Electronics Ltd and on the board of Hindustan Aeronautics Ltd till
September 2009. He was also member on the Task Force for Net Assessment and
Simulation of the National Security Council. and Director of the Institute of National
Security Studies and the Forum for Strategic and Security Studies wherein he has
undertaken projects for various institutions like the NCAER, DRDO, IDS HQRS, 13
Finance Commission and the NSC covering various National Security and Strategic
issues and also participated in a number of track 2 dialogues with various countries. Also
he was member of the National Security advisory board and consultant to Ministry of
Defence. Currently he is a Distinguished Fellow with the Vivekananda International
Institute.

Air Commodore Om Prakash Tiwari (16678) was commissioned in the Indian Air Force as a navigator in flying branch on 11 Dec 1981. He is a CAT 'P( Qualified Navigation Instructor, Air Force Examiner on IL-76, Canberra and HS 748 aircraft. He has flown in excess of 6000 hours and functioned as Navigation leader at operational squadrons, Aviation Research Centre and Air Crew Examining Board. He has held several important and challenging appointments such as instructor at College of Defence Management, Deputy Assistant Chief of Integrated Defence Staff at Headquarter Integrated Defence Staff before being appointed as the Air Officer Commanding of Air Force Selection Board, Mysore with effect from 26 Dec 2012. With his vast flying experience in Canberra, Air Commodore OP Tiwari was instrumental in streamlining the Para dropping procedures and he is also a pioneer in night operation and formulation of standard operating procedures of IL-76 aircraft at Leh and Thoise. He was involved in active flying during Kargil operations, relief operations during Tsunami and earthquake at Bhuj. He has undergone Higher Defence Management Course and the National Security and strategic studies Course at NDC. As DACIDS (Adm) at HQ lDS, he resolved the issues in acquiring the land for HQ and the construction of Messes. In the Tri services environment his efforts to maintain cohesiveness were well appreciated by the CISC. As AOC of Selection Board Mysore, he keenly followed the progress of Computerised Pilot Selection System (CPSS) and his remedial suggestions to DIPR expedited the process and CPSS is likely to be commissioned soon. He has also ensured a conducive selection environment besides bringing about administrative improvement in the quality of life of air warriors, civilians and welfare of veterans. He resolved long pending issues of mutation of land and found permanent solution to the water shortage at the station by means of getting direct water supply pipeline and rainwater harvesting projects. In view of sub conventional threats, regular exercises with Civil Police/intelligence agencies have been initiated and SOPs have been formulated. For distinguished service of high order, Hon'ble President is pleased to award Vishisht Seva Medal to Air Commodore Om Prakash Tiwari.

I was first elected as the member of Tibetan parliament in exile in 2006 representing the U-tsang community and than re-elected as a member of the 15th Tibetan parliament in exile(TPIE) from U-Tsang community in 2011.
I was elected as deputy speaker for the 16th Tibetan parliament in exile (TPIE ) in 2016. During that as the deputy speaker, I have attended various international conferences and met many honourable delegates and politicians around the globe, I have succeeded in bringing up the Tibetan society during in my tenure.
In 2015 I was also appointed as the advisor of 'Sowa Rigpa Tibetan Traditional Medicine'.
In 2020 November I was appointed as advisor of the BTSM.
In April 2021 I was appointed as advisor of the Triganga Salute organisation.

I had founded the Bharat Tibet Sahyog Manch in May 1999.
11/3/1989 at Dharamsala first Tibet support group meeting was organised. 25 countries representative were present.
1997-2021 in between this period I have attended national and internation conference.
I had also attended the 'United Nations high commissioner for refugees' (UNHCR) Sub-Committee Session at Geneva in 5 August 2000.
From 9 July - 26 August, I have participated a peace march, walking through 3 different countries covering 700 km.
In March 2010, I have attended the international liberal and religion meet, highlighting Tibetan exiled in Germany where I was represented the Utsang community and I was elected as the deputy speaker of tibetan parliament in exile in 2016. During that period I have gave numerous workshops and organised several seminars as an opportunity to back to the community.
In Between 2009 and 2015 there were numerous national seminars and conferences among Indian schools and colleges where I had attended as an honourable guest and advocated Tibetan cause.
Between 2014 and 2015 I took the responsibility in forming the 'Indo-Tibetan friendship association' located in four different places in Himachal Pradesh and Since 2015 untill now, I was appointed as the advisor of Indo Tibet Friendship Associationin Dharamshala, Himachal Pradesh.
I was involved in the guidance of publishing of books highlighting the Tibetan community in exile, writing articles about the highlights of the meetings held regarding the formation of laws and duties for the people.
Furthermore, organised several meetings for the Tibet support group along with scholars and Doctors.
In 2019, I received the prestigious award of 'Dr.Shyamaprasad Mookerjee National Excellency Award for Outstanding Public Leadership' by Chanakya Foundation, a non-governmental organisation in Delhi. It was honoured for my outstanding contribution towards strengthening the Tibetan community, promoting human rights and justice and my leadership in the Tibetan cause.
I had also appeared in Indian and international news channel describing and highlighting issues related to Tibet and its people in exile.

Ambassador J.K. Tripathi is a retired officer of Indian Foreign Service with 33 years of
experience in Diplomacy. Starting his diplomatic career in 1981, Ambassador Tripathi has vast
experience of Africa, Europe, Middle- East and Latin America. He had served in Indian missions in
Zambia, Maldives & Hungary as Second Secretary/ First Secretary looking after the political, cultural,
information and administrative wings. He had also served as the Deputy Chief of the Mission in our
missions (embassies) in Sweden, Venezuela and Oman before taking up the important post of Consul
General of India in Sao Paulo, Brazil, India’s only trade office in entire central and South America. As
such, he was responsible for growth of India’s trade relations with Brazil. In between his postings
abroad, Ambassador Tripathi had served as Regional Passport Officer, Lucknow, Deputy Secretary
(Myanmar) in the Ministry of External Affairs and Director in the Indian Council for Cultural Relations.
Ambassador Tripathi retired in June 2014 after serving as Ambassador of India to Zimbabwe.
He is an active member of Association of Indian Diplomats and Ambassadors’ Club of
PHD Chamber of Commerce. Ambassador Tripathi is also on the Board of the Indo-Latin American
Chamber of Commerce, Centre for Economic and Cultural Cooperation, M/S Dimitris Infra Pro Pvt. Ltd.

and Agriculture) and Forum of Global Studies. He also chairs the Advisory Committee for Curriculum for

Dr. Brajesh Kr. Dubey is presently an Associate Professor – Environmental Engineering and Management, the Director of Sustainable Engineering and Circular Economy Research Laboratory in the Department of Civil Engineering at the Indian Institute of Technology – Kharagpur (IIT-KGP), India. Dr. Dubey received Ph.D. in Environmental Engineering Sciences from the University of Florida, Gainesville, USA. He received Outstanding International Student Award from the University of Florida during his PhD program. He has received BTech (Hons) in Civil Engineering from IIT-Kharagpur, India.
Dr. Dubey has over 16 years (post PhD) of research, teaching, and consulting experience within the broad fields of environmental, sustainable/resilient engineering and circular economy approaches, addressing the nexus among sustainability, resiliency, infrastructure, waste, energy, and the environment. His research expertise includes: (1) Life Cycle Assessment (LCA) and techno-economic assessment of emerging/next-generation technologies for solving sustainability challenges related to energy systems, built infrastructure and processing and manufacturing; (2) Decarbonization of the urban infrastructure, especially for integrated waste management systems; (3) Characterization and engineering applications of waste/recycled materials including beneficial reuse risk assessment; and (4) Resource Recovery from solid and liquid waste streams. His research has been funded by several national, international agencies such as United Nations Industrial Development Organization (UNIDO); National Geographic Society (NGS); International Transport Forum (ITF) - Organisation for Economic Cooperation and Development (OECD), Paris; Alliance to End Plastic Waste and Circular Initiative, Singapore; Canadian Foundation for Innovation (CFI); Natural Sciences and Engineering Research Council of Canada (NSERC); Department of Science and Technology (DST), India; Tennessee Department of Environment and Conservation; Florida Department of Environmental Protection; Auckland Regional Council, New Zealand among others. Prior to PhD, he has 4 years of industry experience as a Civil/Environmental Engineer in the area of petrochemical, refineries and offshore oil platforms.
Dr. Dubey is author of more than 250 publications which includes 115 journal papers, 4 edited books/conference proceedings, 25 book chapters, and 27 full conference papers (with h-index of 36. I10-index of 74 with over 4,250 citations). Dr. Dubey has given more than 50 invited presentations in various countries in the world including Canada, USA, China, Germany, India, South Korea, Thailand, and U.K.). Dr. Dubey has served or currently serves as an Associate Editor or Editorial Board Members of 5 different journals, including ASCE Journal of Hazardous, Toxic and Radioactive Waste, International Solid Waste Association (ISWA) Journal of Waste Management & Research -The journal for a Sustainable Circular Economy, Journal of Air and Waste Management Association, and Frontier Journal of Environmental Engineering and Science and Expert Opinion on Environmental Biology. Dr Chandan Ghosh, a Civil-Infrastructure Engineering
professional, has been serving the society for more than 3
decades especially towards the up-scaling of policymakers,
technocrats and entrepreneurs. After having his analytical
acumen sharpened at the IIT-Kanpur in 1990s during doctoral
research, he took up extensive experimental investigations at the
Ibaraki University, Hitachi City, Japan and developed several
equipment with specific motivation towards recreation of field
problems into large scale laboratory set-up. His salient research
works earned him 2nd Doctorate Degree in 2004 from the Ibaraki
University, Japan.
He did post doctoral research at Public Works Research Institute (PWRI), Tsukuba,
Japan as a part-time researcher from October 1998 to March 2000, during which he had
the exposure to robust facilities on (Earthquake) shaking tables and dynamic centrifuges
and also at the University of Tsukuba from April 2004 to January 2005, before taking up
an advisory post in the newly created Earthquake Risk Evaluation Centre at Mausam
Bhavan, India Meteorological Department, Govt. of India (now under Ministry of Earth Sciences). At EREC, Dr Ghosh did
seminal work on the 1st cut Seismic microzonation of Delhi brought out in Dec 2005
and before Joining NIDM as a Professor, he framed the basis of conducting detail
Seismic Microzonation study of Delhi, which is now taken up across the country under
MoES, GoI.
In the foundation years of his research career in IIT-BHU, he gave new formulation
to the soil-reinforcement interaction in terms of Ëœtension" Ëœconfinement" and "combined"
the mechanism for improving the bearing capacity of reinforced earth bed. Having grown
through extensive analytical and numerical formulation dealing with soil-reinforcement
interactions and contributing immensely towards the discretization of classical solution
of elastic half-space with the precincts of sub-grade modeling approaches of Winkler
and Pasternak. This work has opened up new vistas in the soil-reinforcement
interaction studies and the subject is still growing.
Dr Ghosh has the international flavor to abreast the developments of other countries
and instilling Indian wisdom/fundamental ethos towards frontier areas in sustainable
development, disaster mitigation and landslide mitigation, particularly usage of
geosynthetics and bio-Engg. methodologies in combination with modern techniques
such as soil nailing, reinforced earth wall, etc.
Besides, being a hard core professional in areas of resilient infrastructure
development in the country and dealing with disaster management affairs since July
2006 at the Ministry of Home Affairs, GoI, Prof. Ghosh has embarked upon several
projects, wherein, his whole hearted effort has been towards skill-oriented training cum
capacity building for the engineers, architects and town planners.
His academic, research and professional zeal have grown exponentially with
the skill-based higher education acclimatized with the current surge in Innovation,
automation, machine learning, and IoT. His understanding is effectively tapped by the non-life insurance agencies, PSUs, hydrocarbon industries, hill area development, Bioengineering industries, construction and retrofitting agencies, etc.
As a matter of fact country's enormous venture towards higher education and
industry-conducive R&D are very much nipped in the accrued expertise of Prof. Ghosh.
